Port-specific access research
Mobility & accessibility in Portland, Oregon
Portland has good indoor alternatives, but the Japanese Garden is only partly accessible and OMSI's submarine is excluded from the accessible museum route.
Published sources reviewed October 17, 2026. This is desk research, not an on-site access audit. Access can change with the ship, berth, equipment and operating conditions.
Attractions and excursions: what changes the choice
Portland Japanese Garden
Selected spaces accessible; shuttle available
The garden identifies the Cultural Village, upper Flat Garden and Pavilion as accessible, while stating the whole garden is not. A free shuttle links the Welcome Center to the Cultural Village. It has no loan wheelchairs or scooters.
Portland's official visitor guide identifies the USS Blueback as the exception to OMSI's wheelchair accessibility because it has stairs and narrow passageways. Choose museum exhibits without adding the submarine tour to a step-free itinerary.
Planning suggestion: choose either an OMSI museum visit or a limited Japanese Garden route with its shuttle, rather than a complete garden circuit plus submarine.
